Head pulls up and off, exposing a plastic "tube" that keeps hair controlled when it is retracted.
The knob on the back of my doll looks like this.  Pry up the center "button".
Remove the large part of the knob by squeezing together the ends of the spring pin.
Now you can pull the spring pin through.

When you pull the spring pin out, be sure to put a pencil or something else through the holes to hold the inner cage in place.
I haven't installed a new ponytail yet.  I assume that I would do the following"
Use a strong thread to loop around the middle of the ponytail, and secure the tail with a rubber band.  Using a wire lead, thread the string through the hole in the dolls head, down through the inner plastic tube and out through the front hole in the dolls stomach.  Cut string the proper length, twist it a little, then make a strong, big knot in the end, and insert it into the jaws of the spring pin.  Push the spring pin through to the back, secure the large ring of knob, and then put the buttom back on the knob.
There's probably more to it then this - just my idea of how I'd try.
